GHLEE Submissions

GHLEE submission on the Interactive Gambling Amendment (Gambling Reform) Exposure Draft Bill 2026

GHLEE does not consider the proposed measures in this Bill as “reforms”. Rather these are minor adjustments that fail to address the core issues of gambling harm from sports betting and other online gambling in Australia. Read the submission here.

GHLEE Submission to ACMA Priorities 2025-2026

Given ACMA’s responsibility to identify and address harm within the sectors it
regulates, we respectfully submit that the ACMA is well placed to advocate for regulatory reform where evidence demonstrates systemic harm. Read more here.

GHLEE Informal Submission – Electronic Gaming Machine (EGM) Application Improvement Project

Gambling Harm Lived Experience Experts (GHLEE) maintains that electronic gaming machines are a high-risk gambling product associated with significant and disproportionate harm. This harm extends beyond individual users to families, communities and broader social systems, and is often concentrated in areas experiencing  socioeconomic disadvantage. Read more here.

GHLEE Submission – City of Greater Dandenong Gambling Policy Review

Gambling harm is a significant public health issue that extends far beyond financial loss. It  contributes to mental illness, family violence, relationship breakdown, housing instability, social  isolation, suicidality and broader community disadvantage. The level of gambling losses  experienced within Greater Dandenong demonstrates that gambling harm continues to have a  substantial impact on community wellbeing. More here.

GHLEE Submission - Club Officer EGM Application

Our position is clear and consistent:
• no new EGM applications should be approved;
• EGM numbers should be progressively reduced over time; and
• gambling harm prevention must be the determinative consideration in regulatory decision-making.
This position has been consistently advanced by GHLEE in previous submissions to the Victorian Government and the Victorian Gambling and Casino Control Commission. Read more here.

GHLEE operates on the unceded, sovereign lands of the First Peoples of the land now known as Australia. We acknowledge their generosity in sharing their land with us. We pay our respects to their Elders past and present.

Their hurt and that of their peoples endured since colonisation has been unfathomable.

Gambling harm is just another way Aboriginal and Torres Strait Islander people have been affected by colonisation. Some studies suggest gambling harm rates of between 10 to 20 times higher among the Indigenous population. Much like tobacco and alcohol’s health impacts, this disproportionate harm is inexorably linked to intergenerational trauma, poverty, unemployment, and factors such as the easy accessibility of gambling venues in certain communities.
